Just like previous fiscal years, the funding that was loaded to the FY2026 (2025-2026) ESEA Consolidated Application in April was based on FY2025 (2024-2025) final allocations for the purpose of starting the application. Districts were advised to plan appropriately until final FY2026 allocations are available and loaded to GMS (typically mid-July). As of July 9, 2025, DEED has only received grant award notifications for Title I-A and Title I-D. Final Title I-A and Title I-D allocations have not been loaded to GMS and are currently being reviewed and approved. DEED will communicate with districts once the final I-A and I-D allocations have been loaded to GMS (typically mid-July).
At this time, it is unclear if and when the U.S. Department of Education (ED) will release state FY2026 (2025-2026) allocations for Title I-C, Title II-A, Title III-A, and Title IV-A. In the meantime, districts should not obligate funds in excess of their anticipated Title I-C, II-A, III-A, and IV-A carryover amounts from FY2025. DEED will keep the funding that was loaded to GMS (based on FY2025 final allocations) for these programs until further information is received from ED or until September 30, 2025. This means districts can continue budgeting for these programs in GMS. If final state FY2026 allocations for these impacted programs are not received by September 30, 2025, DEED will plan to remove these allocations to be able to fully approve the application (DEED Administrator Approved). As a reminder, districts cannot submit FY2026 first quarter reimbursement requests until the FY2025 final expenditure report (FER) is approved and the FY2026 application is in DEED Administrator Approved Status. Timely FY2025 FER submission is encouraged.
